The 22-year-old centre-half has moved to The Galpharm Stadium on loan for the remainder of the season.
"Neal is a player of the same ilk as Krystian Pearce,," manager Lee Clark told the club's official website.
"He's very powerful and quick and he attacks the ball very well in both penalty areas with his head and his feet.
"He is what you would call a proper, out and out defender. He gives us further good options in the backline.
"I'm delighted with the strength we have at centre-half now. There is real competition to perform well now.
"I have made no secret of the fact that I was looking to bring players in and I am delighted with the two acquisitions that we have made already."
